The first half of 2026 at Gatum Group was marked by the completion of long-term engagements and the progression of projects into their next implementation and evaluation stages. Across energy, digitalisation, security, strategic management, evaluation and European cooperation, we helped public institutions turn data, analyses and strategic concepts into concrete decisions and practical measures.
Energy Audit of Public Assets
For a municipal authority, we are completing a comprehensive energy audit covering buildings, associated operations and the vehicle fleet. In addition to meeting statutory requirements, the audit will provide the client with a practical basis for investment planning, reducing energy demand and further developing its energy management. The project also assesses renewable energy generation, opportunities for energy sharing, and a package of construction, technological and operational measures.
Building Energy Assessments and Practical Energy-Saving Measures
We continued preparing Energy Performance Certificates, energy assessments and expert documentation to support refurbishments and investment decisions. Alongside analytical outputs, we are preparing tender documentation for the installation of individual heating control systems in public buildings. The projects therefore go beyond identifying savings potential and provide a direct basis for implementing specific technical measures.

For a regional authority, we are preparing a study assessing options for introducing low- and zero-emission mobility in public transport. We are evaluating the different types of alternative propulsion systems and the wider operating ecosystem – energy sources, charging and refuelling infrastructure, operating economics, emissions impacts and requirements for future transport tenders. The output will establish a strategic and techno-economic framework for the gradual renewal of the vehicle fleet and long-term investment planning.
Energy Management as a Management Tool
We completed several internal audits of energy management systems and continued supporting their implementation at city and regional institution level. Our work covers assessing existing arrangements, identifying weaknesses, defining responsibilities and preparing organisations for further development or certification. In this way, energy management is evolving from technical building administration into a systematic approach to data, investment, operations and long-term savings.
Completion and Evaluation of 5G Projects
Several projects using 5G networks entered their final administrative and evaluation stages. Alongside technical and project support, we also prepared post-implementation evaluations focused on implementation progress, achieved results and the future usability of the solutions deployed. Our role in these projects combines technical advisory, supplier coordination, project oversight and compliance with grant funding requirements.
Road Traffic Monitoring
For a regional authority, we are conducting preliminary market consultations for a planned road traffic monitoring system. The project is testing market capabilities, available technology options, architectural principles and the parameters of the future service. The aim is to create a robust basis for an open, secure and sustainable long-term solution for collecting, managing and using traffic data.
ICT Governance Across a City and Its Organisations
For a Czech statutory city, we prepared an analysis of ICT governance across the municipal authority and municipal organisations. We assessed organisational and operational arrangements, costs, contractual relationships, systems in use, access management and cybersecurity. Our recommendations focus on introducing minimum standards, improving visibility of systems and costs, and strengthening the city’s methodological and coordinating role.
Security of a Publicly Accessible Cultural Institution
For a major cultural institution, we developed a soft-target protection strategy and a related cybersecurity assessment. The projects connect the protection of visitors, staff and publicly accessible spaces with the security of information systems, data and business continuity. The outputs provide a practical framework for assigning responsibilities, implementing preventive measures and establishing procedures for managing both physical and digital incidents.
Strategic Planning for Cities and Public Organisations
We completed a strategic plan for one city and continued providing long-term support to other local authorities and municipal organisations. These engagements cover development planning, energy, asset management, innovation, data and the future design of services. The goal is not merely to produce a formal document, but above all to establish a practical framework for setting priorities, managing organisations and preparing follow-on projects.
Evaluation and Methodologies for Public Programmes
We continue to conduct impact and process evaluations of programmes focused on regional development, innovation, research and territorial transformation. In addition to assessing achieved results, we examine how processes function, the availability and quality of data, barriers to implementation and the formulation of practical recommendations. We view evaluation primarily as a tool for better decision-making and for improving the future design of public programmes.
Process, HR and Asset Audit of a Research Organisation
For a public research institution, we audited its operations following the organisational merger of several previously independent workplaces. The project covered the organisational structure, allocation of roles, support and financial processes, HR administration, document management, information systems and an extensive real-estate portfolio. The result is a set of specific measures and an implementation plan focused on harmonising governance, digitising processes and using capacity and assets more effectively.
NetZeroCities: Investment Capacity of Climate-Neutral Cities
As part of the European NetZeroCities initiative, we are providing expert support to selected Central European cities in financing the climate transition. We help translate climate strategies and investment plans into concrete project portfolios, strengthen internal financial and organisational capacity, and identify suitable combinations of public, private and grant funding.
The first half of the year confirmed that our work increasingly extends beyond producing an analysis or strategy. We support clients from accurately defining the problem, through designing and implementing the solution, to evaluating results and planning the next stage of development.
