The topic of sustainability, responsible governance, and transparency is increasingly reflected in the functioning of public administration. European legislative frameworks, growing pressure for institutional openness, and public expectations are leading cities and their organizations to seek a systematic approach to managing the environmental, social, and governance aspects of their activities. The ESG (Environmental, Social, Governance) concept offers a structured framework for addressing these areas in practice.
Unlike purely formal reporting, ESG represents an opportunity to connect strategic objectives, day-to-day operations, and the long-term development of an organization into one coherent and comprehensible system.
Public organizations manage extensive assets, provide key services, and have a direct impact on the quality of life of residents. ESG enables them to systematically manage, for example:
At the same time, ESG is increasingly linked to European legislation, especially the CSRD directive and ESRS standards, which are gradually increasing sustainability and reporting requirements not only for companies, but also for public institutions and their partners.
As part of one of our projects, we prepared a methodological ESG framework for a municipal organization, which served as a pilot example of the practical implementation of ESG in the public sector. The goal was not only a one-off assessment of the current state, but above all the creation of a transferable approach usable by other municipal entities as well. The project focused on translating ESG principles from a theoretical concept into concrete processes, decision-making, and strategic planning. Emphasis was placed particularly on clarity, feasibility, and alignment with the organization’s existing operations.
A key part of the project was an ESG analysis that systematically evaluated the environmental, social, and governance areas. This also included a materiality analysis, which helped identify topics with the greatest impact and risk – both from the perspective of the organization and from that of its stakeholders.
Based on this analysis:
The result is a clear and structured framework that enables ESG not only to be assessed, but above all to be managed and developed over time.
Implementing ESG brings a number of practical benefits to public organizations. These include, for example:
ESG thus becomes a tool that connects a city’s long-term objectives with the everyday operations of its institutions.
Gatum Group supports public institutions in implementing ESG principles comprehensively – from initial analysis and methodological setup, through ESG analysis and the design of strategic objectives, to the creation of a transferable framework for other organizations. Our aim is to help clients understand ESG as a practical management tool, not merely as a formal obligation or a reporting exercise.
By combining knowledge of public administration, strategic planning, and a data-driven approach, we help cities and their organizations build a sustainable, responsible, and long-term functional management system.
