Pilsen has approved the Community Energy concept for 2024–2030

27 strategic goals for a sustainable future

Pilsen councilors approved a key strategic document titled “Concept of Community Energy policy for the city of Pilsen 2024–2030” at their November meeting. The purpose of developing the concept was to conduct an in-depth analysis of topics such as energy, climate change adaptation, and the circular economy, and subsequently define specific goals and a set of activities that will drive the city’s essential progress in these areas.

The concept outlines a total of 27 strategic goals, with the most prominent being the need to accelerate the massive development of renewable energy sources, primarily through the installation of photovoltaic power plants on city-owned buildings. Pilsen’s property portfolio includes over 450 buildings, many of which have significant potential for photovoltaic installations. The planned expansion of renewable energy sources is closely tied to another priority: establishing community energy and efficient energy sharing within Pilsen’s energy ecosystem. Other strategic goals include expanding the already well-established energy management system, reducing the energy intensity of buildings and public lighting, and strengthening the city’s adaptation to climate change.

In connection with the formulation of strategic goals, 23 priority projects were developed

The implementation of these projects is expected to significantly contribute to fulfilling the city’s long-term ambitions. Beyond the already mentioned priorities, examples include projects focused on expanding the functionalities of proprietary energy software, the strategic development of waste management (construction of a composting facility, a glass recycling center, 69 separation points, or a metal sorting line), and an innovative pilot project in the field of ESG. Additionally, all projects enhancing the city’s adaptation to climate change were consolidated, resulting in an overview of 40 more projects in the areas of blue-green infrastructure and water management.

An integral part of the concept is a methodology for multi-criteria project selection, including a metric for their evaluation. Lastly, significant attention was devoted to identifying suitable funding sources for the proposed projects, including national and European grants as well as specific financial instruments and mechanisms.
