MEK

In December 2023, the municipal district of Prague 6 approved the Local Energy Concept (MEK), a key strategic document aimed at increasing energy efficiency, reducing greenhouse gas emissions, and promoting sustainable development. Building on this concept, we developed the MEK Implementation Scenarios Analysis, which helps the district make informed decisions on effectively implementing proposed measures.

The analysis evaluates the current approach to energy management and provides methodological recommendations for successfully implementing MEK’s strategic vision, energy goals, and proposed measures. Our recommendations include the introduction of an Energy Management System (EnMS) and conducting an energy audit, which will not only help the district meet legal obligations but also enhance the efficiency of planning and assessing energy-saving initiatives.

The successful implementation of MEK relies on a balanced approach to planning and executing individual investment measures, with a focus on systematic planning and combining various funding and implementation strategies. In collaboration with the client, we identified optimal implementation tools and financial mechanisms, evaluated them, and recommended the best approach to ensure a smooth execution of MEK measures in Prague 6.

In addition to gradual financing from the district’s budget with the help of grant programs, the analysis presents alternative approaches, such as the EPC method, Energy Contracting, or establishing a joint venture (JV) with a specialized partner. These tools provide the district with sufficient flexibility in achieving MEK’s goals while reducing budgetary strain.

This document does not impose fixed or definitive procedures but offers various solution options, allowing the district to adapt to developments in the energy sector and available external funding opportunities. The study also includes a mapping of grant opportunities and an overview of legislative developments in areas such as community energy and building energy efficiency.
